SAPBER - Semi-Autonomous Pipe Bomb Endcap Remover
The Semi-Autonomous Pipe Bomb End-cap Remover (SAPBER) system was developed in conjunction with the Department of Homeland Security (DHS) and the Combating Terrorism Technical Support Office (CTTSO) to provide bomb squad technicians with a safe, fully remote and mechanical tool for dis-assembly of improvised explosives devices, while preserving the evidence for prosecution purposes.
The SAPBER system does not impart significant heat, shock or friction in either the cutting or unscrewing mode and can remove end-caps from a wide variety of pipes ranging from PVC to steel with lengths from 6 inches to 2 feet and diameters from 0.5 inches to 2 inches nominal. The SAPBER system has been tested using live explosives and has gone through an extensive evaluation by several bomb squads including the Allegheny County, Fairfax County, ATF, and Baltimore County Police Bomb Squad.
Grant funds may be used to purchase the SAPBER System under FEMA’s Authorized Equipment List (AEL):
